Rationale

Code section § 29.1-528 authorized the Board to promulgate regulations establishing model ordinances for hunting with firearms that may be adopted by counties or cities. None of the model ordinances in current regulation provide specific authorization to allow coyote hunting with rifles larger than .22 caliber rim fire. In the absence of this specific language, some county and city officials are reluctant to adopt ordinances providing coyote hunting opportunities with larger caliber rifles. The proposed change to Model Ordinance Number 2 would provide localities with the necessary framework for developing a local ordinance to allow coyote hunting with rifles larger than .22 caliber rim fire between March 1 and August 31. During recent years, several localities have requested the Department to develop language to provide this opportunity.
